Born in 1982 in Philadelphia, PA, Phelan has consistently demonstrated his commitment to the legal profession. After serving as a Staff Attorney for the American Bar Association's Commission on Disability Rights for several years, he ventured into private practice, where he owned a small law firm. During this time, Phelan represented individuals in various areas of law, including family law, employment law, Social Security benefits, general civil litigation, and disability rights cases.

Phelan joined Cordell & Cordell nearly 10 years ago and has since become an invaluable asset to the firm. Phelan's educational background further solidifies his expertise in the field. He obtained his Juris Doctor with a certificate in Law and Public Policy from The Catholic University of America's Columbus School of Law in 2007. Prior to that, he earned a Bachelor of Arts degree in Classical Civilizations from The Catholic University of America in 2004. Phelan also holds a Master of Arts degree in Congressional and Presidential Studies (Politics) from The Catholic University of America, which he completed in 2007.

Phelan has traced his paternal Irish ancestry back four generations to Co. Laois, per records from Ellis Island.  He is a member of the Brehon Law Society.
